With regard to operating vessels, the Action Plan specifies accelerating the scrapping and replacement of aging transport ships that are high‑consumption and high‑emission, while vigorously supporting the development of transport vessels powered by new and clean energy. It calls for strengthening research and development on key, common, and cutting‑edge technologies—such as high‑performance LNG propulsion systems, high‑power alcohol‑fuel engines, and high‑energy‑density, high‑safety‑performance power batteries—to enhance the supply capacity of new‑energy vessel equipment. The plan also supports the construction of new vessels powered by new and clean energy, promotes the development of international‑route ships fueled by green methanol, green ammonia, and other alternative fuels, advances the deployment of LNG‑ and biodiesel‑powered vessels on eligible coastal and inland waterways, and backs pilot applications of all‑battery propulsion in small and medium‑size, short‑distance inland vessels. Furthermore, it mandates the improvement of supporting infrastructure for new‑energy and clean‑energy‑powered transport vessels, expediting the establishment of a convenient and comprehensive network of such facilities.
