Furthermore, it mandates the strengthening of energy‑consumption, emission, and technical‑standard upgrades for commercial vehicles and vessels, and the establishment of a standardized framework for new‑energy locomotives and related infrastructure.
The Action Plan sets out corresponding support policies, proposing the development of detailed implementation rules for financial subsidies to facilitate the scrapping and renewal of aging commercial vehicles and vessels, clearly defining the scope of subsidies, subsidy standards, operational procedures, oversight requirements, and the responsibilities of relevant departments. It also calls for the continued effective implementation of subsidies for phasing out and upgrading outdated commercial vehicles and vessels, incorporating eligible equipment‑replacement projects into the scope of central‑government funding and other forms of support. Furthermore, it encourages localities with the necessary conditions to pool and leverage urban transport development incentive funds allocated by the central government to support the replacement of city buses with new‑energy models and the upgrading of their power batteries.
