Notice on Public Solicitation of Comments on the Updated Technical Requirements, Including the Coal Combustion Carbon Oxidation Rate Factor, in the “Guidelines for Accounting and Reporting of Greenhouse Gas Emissions from Power Generation Facilities” and the “Technical Guidelines for Verification of Greenhouse Gas Emissions from Power Generation Facilities”

To further standardize the accounting, reporting, and verification of greenhouse gas emissions by power‑generation enterprises in the national carbon emissions trading market, and in accordance with the relevant requirements set forth in the “Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Promoting Green and Low‑Carbon Transformation and Strengthening the Development of the National Carbon Market” and the “Interim Regulations on the Administration of Carbon Emissions Trading,” the Ministry of Ecology and Environment has organized the update of technical specifications, including the “Guidelines for Corporate Greenhouse Gas Emission Accounting and Reporting—Power‑Generation Facilities,” the “Technical Guidelines for Corporate Greenhouse Gas Emission Verification—Power‑Generation Facilities,” and the coal combustion carbon oxidation rate factor. Public comments are now being solicited. The draft documents, together with their explanatory notes and other related materials, can be accessed by visiting the “Public Consultation” section of our website at http://www.mee.gov.cn.
All government agencies, organizations, enterprises, institutions, and individuals are invited to submit their comments and suggestions. Please provide your feedback in writing to our department, and simultaneously send electronic copies to the contact person’s email address. The deadline for submitting comments is May 31, 2026.
