In order to implement the "Thirteenth Five-Year Plan" and "the State Council on the in-depth promotion of new urbanization construction of a number of opinions", vigorously develop the circular economy, accelerate the construction of resource recycling base, promote the integration of urban public infrastructure, promote waste separation and resource recycling, and promote new urban development, the following views are put forward.

First, the construction of resource recycling base is important

Resource recycling base is for scrap iron and steel, waste non-ferrous metals, waste tires, construction waste, kitchen waste, garden waste, waste textiles, waste plastics, waste lubricants, waste paper, express packaging, waste glass, household garbage, urban sludge and other urban waste classification and centralized disposal sites. The base is docked with the urban waste removal and recycling system, processing and utilizing renewable resources in the form of raw materials or semi-finished products under the premise of harmlessness, and disposing of the end waste in a coordinated manner to realize the harmonious coexistence of urban development and ecological environment.

Resource recycling base is a functional area for new city construction. Several Opinions of the State Council on Deepening the Construction of a New Type of Urbanization (Guo Fa [2016] No. 8) states that it is necessary to comprehensively improve urban functions, promote the construction of a new type of city, and basically establish an urban waste recycling and reclamation system. Improving the level of fine management of urban waste and supporting the green development of cities through the efficient use of resources is an inevitable requirement for the construction of new urbanization. The resource recycling base provides a feasible solution for safe, centralized and efficient disposal of urban waste, and is an important functional area indispensable for the construction of large and medium-sized cities.

Resource recycling base is one of the main ways to break the "neighbor avoidance effect" of waste disposal. By combining with urban planning, the resource recycling base realizes scientific site selection, properly handles the distribution relationship with residential areas, reasonably designs the disposal scale, and provides effective guarantee for urban development; through the park material flow management, real-time equipment supervision, and open and transparent information construction and operation, it improves the environment of waste disposal facilities and gains recognition from the surrounding residents, turning "neighbor avoidance" into "neighbor benefit". Resource recycling base is an important way to significantly improve the efficiency of urban resource utilization. II. General Requirements

--Adhere to integrated planning, promote step-by-step implementation. Adhere to urban and rural integration, the base construction into urban planning, strengthen the coordination and unity with the special planning, to achieve a high starting point planning, high standard construction, high level of operation.

--Adhere to the focus and strengthen the collaborative treatment. Accurately grasp the characteristics of urban waste production and discharge, clarify the functional positioning of the base and the focus of resource utilization, and strengthen the common construction of infrastructure, effective connection of projects and recycling of materials.

--Adhere to government guidance and strengthen market leadership. Focus on the synergy between the government and the market, encourage the use of PPP and other diversified investment and financing models, the introduction of third-party professional services, and strengthen the government's environmental supervision responsibilities.

--Adhere to technological innovation and improve management level. Rely on scientific and technological progress, promote the comprehensive waste disposal of key technological breakthroughs, establish and improve the management network at all levels, supervision and monitoring network, and improve the level of information management and services.

--Adhere to ecological priorities to ensure environmental safety. Strictly implement relevant environmental standards, reduce pollutant emissions, prevent and control environmental risks, and achieve a harmonious and win-win situation between the base and the surrounding ecological environment.

By 2020, the layout and construction of about 50 resource recycling bases across the country, the base service area waste resource utilization rate increased by more than 30%, to explore the formation of a number of urban green development with the formation of waste treatment model, and effectively provide security for urban green cycle development.

III. Key tasks

(A) the implementation of site selection, integrated planning

Local circular economy authorities should work with relevant departments to do a good job of base construction project design, planning, and reserve work. Give priority to the common construction and sharing of roads, pipeline networks and other infrastructure and public service facilities such as water and electricity supply, pollution prevention and control. The project operation of the exhaust gas, wastewater and solid waste, efforts to achieve centralized collection, scientific treatment, recycling, strictly prevent "secondary pollution", and strive to play a synergistic effect between the project.

The base should coordinate the layout of various waste disposal projects, the scientific setting of technical standards threshold, to promote the formation of a clear division of labor between enterprises, mutually beneficial collaboration, the interests of the relationship between the cooperation, to achieve the efficient use of resources and energy. Strictly implement the national requirements for the management of hazardous waste, waste incineration fly ash and other hazardous waste must be safe and harmless disposal.

(C) improve the collection and transportation, information interconnection

Urban sanitation departments, development and reform departments should accelerate the collection of household waste classification, in accordance with the "classification and collection, standardized transport, centralized disposal" principle, the reasonable layout of household waste collection facilities, and promote the classification of household waste, standardized storage and transport. Actively promote the integration of domestic waste, renewable resources, hazardous waste recycling network and facilities to achieve effective connection, improve the efficiency and level of waste recycling, to provide a guarantee for the good operation of the projects in the base.

Base construction should be well connected with the city sanitation information system, build based on the Internet of Things, GPS and other information technology, urban waste collection, storage and transportation, disposal information platform, to create a set of logistics management, waste flow monitoring, production site monitoring, online monitoring of pollution emissions in one logistics system, information and control system, integrated service system and integrated management system, to achieve the supervision and management of information technology, visualization, and Improve the efficiency and level of supervision and management.

(D) Innovative mechanism and diversified operation

The construction of resource recycling base requires the joint participation of government, enterprises and residents. A new and applicable base management system should be established according to local conditions, and the government and social capital should be encouraged to establish mixed ownership enterprises to participate in base construction and operation and management. Support qualified enterprises to issue green bonds for the construction of key projects of the base. For bases in line with the plan, implement land use policies in comparison with urban infrastructure projects. Improve the policy of waste disposal charges and increase the collection rate.

Actively implement PPP and third-party treatment of environmental pollution and other models, introduce specialized investment bodies and operation service providers, promote the establishment of a benefit-sharing mechanism for each operating body, classify and guarantee investment and operation income, and realize efficient and sustainable operation of the base. Give full play to the leading enterprises, through mergers and acquisitions and other market-oriented models, connect the upstream recycling network, midstream transfer and sorting network, downstream resource utilization facilities, and improve the extension and coupling of urban waste recycling and resource utilization industry chain. Support business model innovation and encourage joint management and operation mode of government and enterprises.

(E) Accept supervision and neighborly integration

Comprehensive management of urban recycling economy, sanitation and other related departments should follow the requirements of green development, explore the establishment of a harmonious and co-integrated development model between the base and the surrounding environment, create an ecological and park-type resource recycling base, and realize the harmony between the base and the surrounding people. The base should reasonably reserve space for expansion, rely on the base and the industrial base of the surrounding area, introduce related projects in line with the direction of industrial development, absorb a large number of local residents for employment, form a development trend of industrial agglomeration, and promote local economic and social development.

The base should establish an information disclosure system, through television, radio, the network and other platforms, as well as in the plant around the prominence of the display screen and other ways, timely release of various types of waste project operations, to accept the supervision of the community. The sanitation department should organize and set up a monitoring committee composed of representatives of the surrounding residents, relevant experts and other parties to enter the base from time to time to view and provide feedback to the public.

Urban sanitation department should improve the regulatory mechanism, establish the corresponding information collection and management system, strengthen the immediate supervision capacity, project construction, base operation, urban waste material flow for the whole process of control, to ensure that urban waste into the base legal and efficient disposal, to protect the stable operation of the base.

Comprehensive management of the provincial circular economy, finance departments, housing and urban-rural construction departments to strengthen coordination, in conjunction with the relevant departments to develop the region's resource recycling base construction to promote the work program, to determine the construction goals, key tasks and measures to promote and guide the cities with the conditions to develop resource recycling base construction implementation plan, and strive to create a number of cities can rely on, residents can rely on The functional areas for safe and efficient disposal of waste.
