U.S. imposes preliminary anti-dumping duties on biodiesel from Argentina and Indonesia


The U.S. Department of Commerce found that Argentina and Indonesia dumped biodiesel into the United States. After a preliminary ruling this week, it will impose preliminary anti-dumping duties on these countries based on the amount of dumping.

Following the initial anti-dumping decision and prior to the final decision, the U.S. Department of Commerce will audit the foreign producers to confirm the accuracy of the data submitted.
  
Doug Whitehead, chief operating officer of the U.S. Biodiesel Board, said, "The Commerce Department's review of the data and facts is reassuring. The law is clear that violations of trade law cannot be ignored and that the livelihoods of thousands of Americans affected by biodiesel are at stake.
  
As a result of the Commerce Department's ruling, Argentina and Indonesia biodiesel importers were required to make preliminary payments of anti-dumping duties. Depending on the particular foreign producer or exporter involved, Argentina and Indonesia paid 54.36-70.05% and 50.71% of the anti-dumping duties, respectively.
  
Because the issue of heavily subsidized and dumped imports from Argentina and Indonesia caused a loss of U.S. market share and low domestic prices, the U.S. Biodiesel Board Fair Trade Alliance wanted to address the issue by filing a petition. From 2014 to 2016, biodiesel imports from Argentina and Indonesia increased by 464%,accounting for 18.3% of the U.S. market share. These surges, along with low-priced imports, have prevented U.S. producers from making enough profit after making large investments that they are unwilling to invest further to grow the market.
  
U.S. Commerce Secretary Wilbur Ross said in a statement that the Argentine government has requested negotiations to suspend the anti-dumping and related countervailing duty investigations, and the U.S. Department of Commerce is working on the matter.

Biodiesel is a renewable and clean alternative to diesel fuel and can be used in general diesel engines without any modification. It is the first domestically produced commercial advanced biofuel in the United States. The U.S. Biodiesel Council is the U.S. trade association that represents the biodiesel and renewable fuels industry, including producers, feedstock suppliers and fuel distributors.
