Consultation on Biodiesel Policy
Biodiesel usually refers to the fatty acid methyl ester or ethyl ester formed by the reaction of vegetable oil, animal oil or waste grease (commonly known as "gutter oil") and methanol or ethanol, also known as BD100 biodiesel, with high cetane number, low sulfur, no aromatic hydrocarbons and other characteristics, can be used as a vehicle diesel blending components, is an internationally recognized renewable and clean fuel. In China to promote the use of biodiesel, not only help to reduce air pollutants and greenhouse gas emissions, "carbon peak, carbon neutral" work, but also help to prevent "gutter oil" back to the table, to ensure food safety.
The state actively supports the development of biodiesel industry. The Renewable Energy Law clearly stipulates that petroleum sales enterprises should incorporate bio-liquid fuel that meets national standards into their fuel sales system. 2014, the Biodiesel Industry Development Policy clarified the requirements for industrial standardization in terms of raw materials, layout and supervision. 2016, the 13th Five-Year Plan for Biomass Energy Development proposed to improve the biodiesel product standard system and promote the application of biodiesel in the field of transportation. In recent years, in order to meet the needs of air pollution prevention and control, the sixth stage of "Automotive Diesel" and "B5 Diesel" national mandatory quality standards have been revised and released, in which the standard of "Automotive Diesel" allows the addition of no more than 1% of BD100 biodiesel, and the standard of "B5 Diesel" requires the addition of 1~5% of BD100 biodiesel. The state also implements the policy of exemption from consumption tax and 70% VAT refund on biodiesel that meets the national standard. In addition, Shanghai introduced a strong financial price support policy, in the biodiesel pilot promotion to achieve positive results. It is understood that at present, Shanghai has about 300 gas stations selling B5 diesel, the average daily refueling vehicles 19,000, B5 diesel daily sales of about 1,600 tons, equivalent to BD100 biodiesel about 80 tons / day.
